Uni's is the most overdesigned of the candidates, new clothes, arguably the worst, but also has the most appeal to me. I can see the design intent to make cute but practical everyday clothes with a sunnier disposition. I just think some parts are superfluous.
Fundamentally, I see the love and consideration for her character traits within the design, so I can not hate it, but I think it could have used a bit more revision.
What even is the gray collar thing? Having it be stuck on top of her shirt to have those corners flare up makes no sense to me. There must have been a more elegant way to do this. I get wanting something around the neck or shoulders, but this is pretty weird in an outfit that is mostly more ordinary and practical than mystique. It might fit better as part of a different outfit. For this one, I don't get it. How do you even put that on? It weirdly looks like it should go under the shirt even though it goes over. I could do without the flare, and instead have her wear an undersuit under civilia clothes with a similar collar like magical Nanoha in her later seasons. Or maybe just do a suit with pantyhose-type fabric, a regular camisole, or hey, even just have a low-cut shirt that shows a little cleavage. Fundamentally, I liked that it was a fairly normal shirt with suspenders and stuff added on top. I would like to believe it's part of the suspenders and helps spread out weight across her shoulders. But she is not actually carrying anything besides a phone, so it's too heavy duty for what it does.
The overskirt is not too bad, but seems to serve no purpose other than to counterbalance the collar thing, and doesn't really look better than a plain skirt.
The single thigh strap is clearly not necessary, which makes it a fashion statement, but I think it's better with two or zero. Two might be good actually. The phone case is too bright blue and looks out of place.
I actually like that she has strong, practical looking suspenders and usable utility belts in an outfit that is also cute. I just wish that practical aspect could have been shown off in a more understated way. It's too loud.
Before these designs came out, I actually commissioned someone to make a character design with similar suspension + belt system for her but it was not delivered. I'm not sure if it will be because the artist didn't reply to my dm.
I like the two piece jiraikei-type style. She doesn't give up her fasion sense or slight gal-like vibe. I like that her shirt is thin and tightly tucked in, showing how thin her waist is. I like her thin belts, and amazingly, Japanese multi belts does not look overdone. The buckles are central and they both function to slim her waist more. I like her pleated skirt which seems to be her preference from most of her outfits. I like the brigter light blue coloring from Mystique being more emphasized without giving up all the old design cues. I like that she keeps the LS circle pin and it seems to fit nicely on a shirt with big cuffs and lapels, but they won't actually get in the way of her hands. I do like the little 'eject' symbol on her thigh strap. That's quite playful and the most overtly sexy thing on any of the new designs. It reminds me of her psp strap handle / fuck handle that she has as Black Sister.
Of course, her new shoes are really cute too, I actually like that a lot.
I look forward to seeing the new 3D model.
One inconsistiency to note is the hair length from the sprites in SVS/GMRE vs the model. It's a big difference. Now we see the same between the sprite and the CG. At first you could think she got longer hair for the new games, but she didn't. That would be nice to make the little sisters look more mature. Surely no one could possibly complain about it, except maybe in Rom's case.
A common theme I've noticed with these is that they almost seem to have underclothes that would be pretty cute by themselves if not for the fact that they seem sewn together with the 'additional' parts that make them more 'anime.' You could've had a simple one or two piece dress that was quite flattering if it wasn't as unique. The old outfits, mostly, seemed like if they were more complex they were made of multiple parts that fit together more or less normally. Noire's tube top, Nep's camisole, Blanc's jackets, etc. although Vert and Uni did have one pieces.
We have one of Uni wearing just her shirt with an apron, which is really good. I wish it were a full body pic, but you can see the appeal of the goddesses dressing down at home sometimes. Because I know how exotic the goddesses normally look, it's nice to see them in more familiar clothes sometimes. But there is a mixed reception to actually replacing their main clothes.
For Black Sister, I seem to be among the few who likes it. I actually do like the idea of her having a processor unit that takes cues from a tuxedo, which Noire's amazing Clear Dress also did. That overtly singals her taking on some of Noire's role or maturity, or maybe just an appreciation of her sister and actually becoming more like her. That's adorable. Mixing tux with a devilish theme is nothing new, but it does quite cutely. Petite, impish, maybe ready to tease.
Actually less extraneous parts than Uni.
I have some friends who really like Mega Man and think the legs are cool. The concept of powerful legs to improve her agility-based playstyle is nice, but I don't like how bulbous they look. Bulky on the calves and knees, but no actual mechanism connecting them to her thighs to give them power, so they look pointless. The thigh straps on these are likewise connected to nothing and serve no purpose. So what's the point of all that? Is it underdesigned or overdesigned? NEXT Green having Strike Witches-like boosters on her lower legs made more sense. I could actually like these parts being bigger if they looked more functional. It is good that the legs seem to add a little height, which shows their function as prosthesis without making Black Sister actually taller.
I haven't seen the back yet, but I hope she has good back exposure.
I can imagine an upgraded "cradle" like version that shows more skin and has better stats, of course.
As much as I do like tights, I'm not sure if those are indicated for processor units. Like honestly, I do like tights, and even if she did have tights on her arms too, I could find it sexy. But within the context of all the character designs being toned down, it becomes less tasteful. No one minded the NEXT forms being covered up because they were still sexy and they were in the game with the most daring fanservice too. I would feel a lot more vindicated about this if it turns out the new game has similar naked bath scenes and just about shows nipples too.

Best of luck on your project. That is pretty cool to get the proprietary files working.

I don't like to reiterate myself so much but when it comes to media censorship.
I am old enough to remember censorship from the 90s and 2000s. There are many specific reasons you could come up with to censor media and only one principle you can insist upon which is free speech and free expression with only the narrowest possible limitations (military secrets etc) But to have those laws you need also the social attitude to enforce them. It should be more controversial to censor anything than whatever the censored content was. The last thing you want is a society where lies and censorship are only expected.
Previously we had censorship for more prudish and religious reasons, for which I remind you that the right are not necessarily your allies, because they can be just as faggy when it comes to any of this content and their claimed justification.
The underlying reason was different, basically to avoid being a bad influence on children and people who can't separate fantasy from reality.
What we have now is similar but arguably worse in that the emotional motivation is so much more spiteful, and appealing to the male gaze is such a naked criticism in that it's just bad if it appeals to men, and you can't defend yourself in terms of being an adult man. However the absolute contempt you and your artistic expression/enjoyment are viewed with is exactly the same.
I feel we're in a rut, a local minimum politically, in which nobody is actually consistent in sticking up for everybody's legal rights. Instead every abuse, hypocrisy and extralegal means will be used to own the chuds/libs. The ressentiment is so high and the thinking so shortsighted that each side will actively build the machinery that will be used to oppress them as soon as the shoe is on the other foot in the next cycle. The thought of someone active in politics so often becomes, I can't wait my turn to be the abuser and own the other guys this time.
Regardless of your other political goals, ecchi and especially loli games will never get anywhere this way. We have man-hating feminists and trans on the left but on the right are people trying to ban VPNs and make you use your ID on pornhub so the local police will know what you watch. It was bad and now it's so much worse. Somebody needs to get on the hill and actually die on it, starting in Japan, but ultimately as an international effort capable of actually doing business if we want uncensored games in our countries too.
That there even is an undergound on the internet is no longer guaranteed, so it's all the more important.
Without revealing anything, I want you to know that I actually am involved in local politics. I absolutely insist on freedom of speech focused on the political sphere, because things are that bad right now, but including the artistic sphere as well.
