As a Lowee loyalist, I had basically only played Nintendo games for most of my life. The 3DS was when I first started seriously getting into more weeb-y games, starting with games like Fire Emblem Awakening and moving onto games like Lord of Magna, Tales of the Abyss, Rune Factory 4, and Stella Glow. The latter two are two of my favorite games on the 3DS and in general. I hold Stella Glow in very high regard. Having the same (EN) VA as Hilda from that game is part of what drew me to Blanc in the beginning. In a way, I can credit the 3DS and its substantial anime game library as one of the things that ultimately led me to Compile Heart and Neptunia. So yes, I'm very fond of my time with the 3DS.

I don't. For one, Rom and Ram don't have much going for them as characters. They're basically just kids, and that's the whole crux of their appeal. And even there, only Ram has the "brat" appeal, while Rom has literally nothing. And since they are immortal goddesses, they can never "grow up" and develop as characters. They're stuck as kids forever. This is a good thing for the demographic they appeal to, but on the other hand, Blanc is also an eternal loli and is also an actual character who can experience and develop, unlike Rom and Ram. The idea that Rom and Ram could ever rule as goddesses of Lowee is laughable. For two, any screentime they get tends to inherently come at Blanc's expense, and Blanc's relationship with them is mostly just babysitting them. Blanc interacts better with the other goddesses. So Rom and Ram falter even there. As both an impartial judge of character and as a Blancfag, I don't see how much good could come from giving them much focus. Nepgear and Uni are much more substantial characters than them and even they fall short of their sisters.
