Ah man, I think Free Cities could do really well if there as an AI backend like Marinara Engine or Silly Tavern to manage what was going on. For the mostpart, I think a lot of the issues with FC are that it becomes a stale management sim after a while, despite half, or more, of the gaming being in-person management simulation. I know some people have tried it with a single card, but I'm almost certain that these aren't very well made or coherent, and they don't reach the goal of what I'd want either: that being the preservation of the Free Cities gameplay loop and mechanics but without the burden of repetitive text and gameplay outcomes. Having the leaders of the other Free Cities in your arcology operate independently and make strategies against you and each other could be super cool, as could the emergence of neo-cultures and ethnicities among the population, though that last part isn't necessarily something you'd have to do with AI but could instead lead along with a robust system kind of like CK3. Without web access though, it would spike the shit out of hardware requirements, since you'd be expected to run a model yourself.
